Ethics Office

The Agency for Legislative Initiatives runs the Ethics Office to obtain information on fraudulent, corruption and other offences that harm the interests of the organisation and partners. The Ethics Office is:
a (software) framework to respond rapidly to
whistleblowers’ anonymous reports,
as well as to document internal reviews
and investigations;
a framework to gather and process data on alleged violations
of the organisation’s requirements
and corruption offences;
top-notched channels to give
feedback to whistleblowers anonymously.

Complaints on everyday problems or other issues that are beyond
the scope of competence of the Agency and its staff
Customers’ complaints on deliverables or services, appeals within
the scope of the Law of Ukraine On Consumer Protection

What happens
after registration
of your report?

Initial review
Your report is received by the Agency and then reviewed and forwarded for responsible persons to address the issue. Should there be not enough information, consideration of the issue may be suspended until additional details are received from you through the communication tools of the Office.
Feedback
Each report triggering appointment of a responsible person and a team who look into the incident and must address your problem. Within 30 days of registration of the report, the team communicates the status of consideration, requests and receives additional details, reports on the findings of the investigation and measures in response.
Making changes
Through the web feedback centre, you can communicate anonymously with the team of responsible persons and share additional files if necessary. Web centre settings allow you to change your login details, add or change contact information.
Evaluation
After reviewing your report, through the anonymous feedback web centre, you can make evaluation and provide comments on the work of responsible persons and measures in response.

Work principles of the
Ethics Office

Registration
Reports aren’t registered by the Agency for Legislative Initiatives. An independent third party does that in order to ensure complete confidentiality and anonymity.

Messages
All 100% of messages are subject to report registration, provided they contain the necessary minimum information for further steps.

Verification of information
Received information is verified for each report received. The received information is reviewed by persons who are not parties to this process.

Taking measures
If the received information is confirmed, the file will be sent over to the top management of the organisation for immediate action.

Outcome and anonymity
Action taking depends on the nature and severity of the offence. It may be the case that the whistleblower won’t learn about the investigation or its results.
